Rizwan Ahmed is a BS-22 officer belonging to the Pakistan Administrative Service (PAS). He took charge of the office of Federal Secretary, Ministry of Maritime Affairs on 1st April 2019. 

He did his two-year Master in Public Administration from Harvard University, USA. He also holds a Master in Social Sciences, Bachelor in Laws and Bachelor in Engineering (Electronics).

Some of the major achievements during his tenure as Federal Secretary Maritime Affairs include his role as main facilitator in resolving the matter of granting tax exemption to the China Overseas Ports Holding Company to facilitate establishment of its industrial units at Gwadar Port, an issue pending since 7 years prior to his appointment. Another major breakthrough under his watch was removal of impediments, which accelerated construction of Eastbay Expressway, which is vital for establishing free economic zone at Gawadar Port. As Secretary, he was instrumental in devising a new national shipping policy, replacing the decades old framework, which is designed to incentivise the expansion and development of shipping industry in the country.

Prior to his appointment as Maritime Secretary, he served as Chairman of the Pakistan National Shipping Corporation (PNSC). Under his chairmanship, for the first time in the country's history, two LR-1 tanker vessels were added to the fleet, diversifying the portfolio of the national flag career.

Rizwan has also served as Chairman of the Trading Corporation of Pakistan (TCP) for a period of almost four years. Under his Chairmanship, the state-run grain trader saved an amount of Rs 7.8 billion by fostering competition among the financial institutions and widening its commodity financing operation from large banks to mid-size and Islamic banks. He also made recoveries from other state-owned, entities which owed significant amounts to TCP; including an amount of Rs 3.541 billion Government Entity.

He has also served as Managing Director of the Pakistan Security Printing Corporation (PSPC), Additional Secretary Establishment Division and Additional Secretary Cabinet Division. Beside the Federal Government, he has also worked in Government of the Punjab and Government of Sindh in various capacities.
